Not able to establish connection to remote host

Trying to make my first project in ARM, I firstly downloaded the windows version from the home page and gives me the establishing connection error.
Followed this thread https://www.openstm32.org/forumthread5967Question and installed the version recommended in the thread, install the new updates from (Help >> Check for Updates) and still facing the error. Can someone tell me what to do?
