Dark theme still has white panels

I’ve tried using the dark theme available from fresh install, and I’ve tried installing the Darkes Dark theme from the market place. However both themes only make about half of the UI black, leaving the rest white https://imgur.com/a/477gfl8Question. Does anyone know how to fix this?
