I am having a same problem. I am able to install HAL driver Firmware but not able to download firmware for std periph. I am Using Dual Boot with Windows 10 pro and ubuntu 16.06 LTS

For me this happened when tried to download fw for the board STM32F207ZGTx. After switching to another board, STM32F072RB, I was able to download and install the stdPeriph firmware. It seems like my board is not supported.
