Not programmable stm32f103 via stm32f4discovery

Hello! I’m trying to flash the debug stm32f103c8t6 via stm32f4discovery in an Eclipse. Debugging does not work and does not programming, writes ** Unable to reset target ** shutdown command invoked. Through the program ST-Link sees and sews.

Help me please...
