problems detecting stlink v2 on openocd on cygwin

hey guys sorry noob here but i am having trouble getting openocd to register that my stlink is even there, i have no clue what i am doing wrong (or right), using cygwin on win8 and have libusb drivers installed if anyone could point me in the right direction would be much appreciated, hope i have posted in the right place
