error by compiling in eclipse

Hi, i use windows 10 and eclipse kepler.

I followed the instructions on the website: http://www.openstm32.org/Installing+System+Workbench+for+STM32+from+Eclipse?structure=DocumentationQuestion

Unfortunately I’m becoming the error message:
arm-none-eabi-gcc.exe - Application Error. The application was unable to start correctly (0xc0000142).

I actually dont know how to fix the problem.

Do some have any ideas?

Some people on Windows 8.1 and upper version seems to encounter the same issues.
