I think there is small bug in default system_stm32f10x.c implementation. By default SystemCoreClock is set to 72000000, which is incorrect for 64MHz frequency - maximum value when HSI is used. As a result, if you select NUCLEO-F103RB and create default project, you’ll receive HSI configuration with 64MHz clock, but SystemCoreClock will give you 72MHz instead.
